A wind advisory was issued by the National Weather Service in Binghamton from 3 p.m. Saturday to 1 a.m. Sunday for parts of Central New York, including the two counties. The NWS warns 20 to 30 mph winds could blow around unsecured objects and knock down tree limbs, leading to power outages.
